No kids

Before I adopted my Pomeranian, he was abused and abandoned in a pet carrier in the bushes on the side of the road and covered in fleas and ticks with 4 other dogs in pouring rain. He is very timid and shy of strangers and especially more timid to children. The boarding place he went to for day care said he wanted nothing to do with anyone, he does have bite history as he bit a child the other day. (Child was teasing him) parents knew that my dog wasn't child friendly. They ignored it since my dog is 5lbs and is so small. Is there a leash, or patch out there that says "no kids"?
