Best way to handle upstairs neighbors with small children?

Honestly, I've got no problem with messing with the parents (they're loud as hell, have kids who don't understand the concept of "indoor voices," and, on many days, have a screaming baby.. in a mid-priced apartment complex), but I feel for the children, who don't know better. I cam and need to play up the moaning, etc., to make good tips.Pretty sure they're running an illegal daycare. I can hear every single one of their conversations.How would you guys handle this? Again, I don't want to take the adults' shortcomings out on the kids, but I do need to work, and they're assholes, as far as neighbors go.
